Hi Creators,

Following recent feedback regarding inappropriate user behavior on Roblox, we’re sharing updates on how we plan to address these situations. We want to emphasize that our Community Standards apply everywhere to all content and user behavior, and we are actively building the technology to stop policy violations at the source. While these situations represent a small minority of interactions and content on Roblox, they nonetheless have an outsized impact on the perceptions of our platform.

In this update, we want to share the steps we are taking to address our community’s concerns while we continue to explore ways to support older audiences, always keeping safety as our top priority. These updates include:

Clarifying of our policies and launching of more advanced detection methods

New restrictions on content that depicts private spaces (like bedrooms and bathrooms) and spaces intended for adults (like nightclubs)

Updated restrictions on unrated experiences

Expanded engagement channels with creators moving forward

Inappropriate behavior across our platform

Across all of Roblox, regardless of its rating, we enforce strict Community Standards. Our prohibits content that depicts sexual activity or seeks real world romantic relationships, including: romantic or flirtatious gestures or communication, pursuing or soliciting romantic relationships online, engaging in unwanted flirtatious behavior or sexually explicit conversations.

Today we are clarifying that policy to explicitly prohibit implied sexual content in behaviors, interactions, settings, or anywhere else on the platform, even if the content doesn’t directly depict or strongly suggest sexual content or acts. This will include but not be limited to: avatar bodies, assets and clothes, avatar emotes, or settings/environments in experiences.

We have also heard requests from creators asking for more effective means to address inappropriate in-experience creations and behaviour. As mentioned in our Creator Roadmap (see Safety and Moderation), we are rolling out Violative Scenes Detection functionality to detect, gather evidence for, and automatically shutdown servers with user-created inappropriate behaviors (e.g. users might be able to ‘spray paint’ a sexually suggestive image). This behavior can disrupt otherwise policy-compliant games, and we want to enable more timely and transparent enforcement actions — without punishing developers who didn’t participate in that activity, and partner with those developers to modify their games to reduce the risk of violative behavior in the future.

Blocking users under 17 from Social Hangouts with private spaces and experiences primarily set in private spaces

We previously announced that experiences would be restricted to users 13 and older. Today, we’re placing additional restrictions on these experiences by making any Social Hangout that includes “private spaces” (such as bedrooms or bathrooms) unavailable to any users under 17, and restricted to ID-verified 17+ users.

Private Spaces are defined as enclosed spaces that meet both of the following criteria:

Designed for activities that are personal and secluded (e.g., sleeping, changing clothes, bathing)

Designed for one person or for a very small number of people (e.g. bathroom stall, bedroom, small tent)

Although these experiences may not be violative of our policies, we’ve seen that some settings attract a higher percentage of violative behavior. Given that, and out of an abundance of caution, we’ve decided to make this content inaccessible except to users who are ID-verified 17+. All users are still required to follow our Community Standards everywhere - which prohibit sexually suggestive content or behavior everywhere on the platform.

Bathroom simulators and experiences that primarily take place in adult settings like night clubs, dance clubs, or bars will also only be available to users who are ID-verified 17+. They will not be playable, visible in top charts, or recommended to users who are not ID verified 17+. Please refer to our Restricted Content Policy for more information on what is permitted in Restricted experiences

If you believe that your experience qualifies for any of the above updates, please watch out for a message in your Roblox inbox with more information about how to comply. The Maturity & Compliance Questionnaire is also being updated today with a new question and updates to existing questions.

Unrated experiences will be unavailable for all users

Experiences that have not completed the Content Maturity & Compliance Questionnaire or have had their content maturity label removed by moderation due to inaccurate answers will be unavailable to anyone other than the developer or those working on the experience. This change will be effective in the coming months—more details to come on this soon. We will address handling historic and abandoned legacy experiences as needed.

How we’re expanding our engagement with creators moving forward

We want to ensure we are continually getting feedback from this community, and in particular striking the right balance between keeping the community safe and imposing limitations that could unfairly take down a creator’s experience. To this end, we are developing a Community Safety Council that will be made up of members from our creator community. Our aim is to be transparent with you about our policies and safety systems, and to actively listen to the community’s concerns so that we can incorporate them into our plans for the future. We’re also excited to share more about our safety efforts at RDC.

Why has my experience been taken down/disappeared from search?

My experience was taken down by mistake. Fix it!

How do I appeal if my experience has been taken down in error?

Other creators are copying my experience, while mine has been taken down. How can I report this issue?

My experience contains content like “Private Spaces” or “Adult Settings” which are now restricted. What is the correct process for me?

If your experience contains this type of content, please:

Update your Experience Questionnaire to accurately disclose the presence of Private Spaces or Adult Settings. If your account is not ID verified 17+, you will not be able to answer these questions. In that instance, please ID verify in order to see these questions, or add a 17+ ID verified creator as a collaborator

Once you have updated the questionnaire, you may then submit your appeal through the Support Form.

As a reminder, Restricted experiences cannot change their content maturity label to anything else, and users that are not ID verified 17+ cannot play or edit Restricted experiences.

What will happen to legacy experiences under these new policies?

We understand the importance of legacy experiences on the platform. We will make sure these experiences remain accessible and are handled fairly.

I’m concerned my “unrated” experience will suddenly be taken down. How will this be handled?

We know creators are worried that their experiences might become suddenly unavailable. We want to reassure you that we will roll out any changes related to “unrated” experiences in a thoughtful and transparent way to avoid abrupt disruptions. We will work with the community to roll out these changes.

How do I know if my experience has been taken down?

If any of your experiences have been impacted, the account that owns the experience will have received a Roblox Message. To determine which of your experiences have been impacted, you can try searching for the experience to see if it has been hidden.

Are bathrooms/bedrooms banned outright? Or just age-gated?

No, they are not banned outright. Experiences that primarily take place in bedrooms or bathrooms, and Social Hangouts that include bedrooms or bathrooms, are now 17+.

Shouldn’t bedroom/bathroom simulators be 18+ (or removed) rather than 17+?

Why keep the “Social Hangout” genre at all instead of removing it?

We want to support our community’s creativity, and most Social Hangout experiences are not inherently violative or unsafe. However, due to violative user behavior that we’ve seen in these experiences, we’ve decided to restrict them to users 13 and older at a minimum, and 17 and older if they include private spaces.

How will you determine what counts as a “historic or abandoned legacy” place?

It will be based on a variety of factors, including information like whether the creator has been active on the platform or not. We’ll have more to share soon.

What’s the point of the questionnaire if people can just lie on it?

What happens if devs lie on the questionnaire? Are ratings forced or penalties applied?

Yes, moderation consequences can be applied for Creators who repeatedly submit .

Will I (creators) be notified when a server is auto-shutdown so we can investigate?

Yes, we will notify you of automatic server shutdowns. We’ll have more information to share soon.

What about trolls/exploiters that are deliberately trying to trigger shutdowns?

We are aware this is a risk and have been designing this feature to reduce the likelihood of bad actors impacting Creators.

Will the Community Safety Council be open for public applications or closed/invite-only?
